对新形势下推进装备维修经费标准化管理改革的思考

Thoughts on standardization management reform of equipment maintenance expenditure under new situation

装备维修经费是保障武器装备维护修理的重要经费。新形势下军队改革对装备维修经费的管理要求越来越高,推进装备维修经费标准化管理改革势在必行。以新形势下推进装备维修经费标准化管理改革的必要性为落脚点,针对当前装备维修经费标准化管理中存在的主要问题,从提高标准供应水平、调整经费标准体系、完善经费管理手段、改进标准测算方法、强化标准落实监督五个方面,提出了推进装备维修经费标准化管理改革的建议。

Equipment maintenance expenditure is an important item for the maintenance of equipment.Under the new situation,the military reform requires better management of this expenditure,and it is imperative to promote reform in this respect.This paper addresses the necessity of promoting the standardization management reform of equipment maintenance expenditure.In view of the main problems existing in this area,we put forward specific ideas for promotion from five aspects,namely,raising the levels of standard supply,adjusting the system of expenditure standard,improving the means of expenditure management,modifying the method of formulating standards,and strengthening the supervision of executing standard.All the measures taken are to strengthen the standardization management,improve the efficiency,develop the equipment maintenance support capability,and eventually promote the formation of combat effectiveness.
