新时期我国深化与邻国边境合作的现实基础与路径选择

Deepening Border Cooperation between China and its Neighboring Countries in the New Period:Realistic Foundation and Path Selection

随着“一带一路”倡议的推进和全方位对外开放格局的逐步形成,沿边地区正由“边缘地带”变为“开放前沿”,正由边陲之地变为全方位对外开放格局的先手棋和排头兵。新时期,沿边地区成为深化睦邻合作的前沿阵地,边境合作成为推动区域一体化的重要动力。我国与邻国深化边境合作具有良好的政治、经济、基础设施互联互通及政策相通基础,进入21世纪,我国与邻国边境合作在边境口岸合作、基础设施互联互通、边境贸易合作、次区域合作及人民币国际化等方面持续取得新突破。但边境合作也存在一些突出问题,如双边沟通时有不畅、沿边政策优势趋弱、国别研究跟不上时代需要等。因此,亟需以特殊政策、特殊措施加速边境地区开发开放,探索对沿边地区各类开发开放平台进行整合,探索与邻国建立边境合作的下沉协调机制,加强国别研究深化对邻国边境地区的认知。

With the promotion of“the Belt and Road”construction and the gradual formation of the all-round opening-up pattern,the border areas are changing from the“edge zone”to“open frontier”,more and more a pioneer of the all-round opening pattern.In the new period,border areas have become the frontiers for deepening good-neighborly cooperation,and border cooperation has become an important driving force for regional integration.China’s deepening of border cooperation with neighboring countries has good political,economic,infrastructure interconnection and policy linkages.Since the beginning of the 21th century,China’s border cooperation with neighboring countries has continued to make new breakthroughs in frontier ports cooperation,infrastructure interconnection,border trade cooperation,sub-regional cooperation and RMB internationalization.However,there are also some prominent problems in border cooperation,such as the lack of bilateral communication,the weakening of policy advantages along the border,and the lack of national research to meet the needs of the times.Therefore,it is urgent to use special policies and special measures to accelerate the development and opening up of border areas,explore the integration of various development and open platforms along the border areas,explore the sinking coordination mechanism for establishing border cooperation with neighboring countries,and strengthen country research to deepen awareness of border areas in neighboring countries.
