露天煤矿应急管理信息系统研发及应用

Research and Application of Emergency Management Information System for Opencast Coal Mines

从露天煤矿应急管理的实际需要出发,研发了露天煤矿应急管理信息系统,将露天煤矿应急救援物资和救援队伍日常运行管控、应急救援预案学习与模拟演练融为一体。应用该系统进行应急处置或模拟演练时,救援指挥协调信息可实时、快速传递,人员、物资可及时有序高效调用,应急处置行动科学有效,救灾全过程信息自动跟踪记录,事后评估可进一步优化应急救援预案和应急指挥流程,从而提高露天煤矿应急救援管理能力。该系统部署在白音华煤业公司所属的两个露天煤矿,经过实际应用取得了较好的效果,并在此基础上不断改进和完善。

In response to the actual needs of opencast coal mines emergency management,the opencast coal mines emergency management information system was developed to integrate the emergency rescue materials of opencast coal mines and the rescue team's daily operation control,emergency rescue plan learning and simulation exercises.When applying the system for emergency treatment or simulation exercises,the rescue command coordination information can be transmitted in real time and quickly,the personnel and materials can be timely,orderly and efficiently invoked,the emergency response action can be scientific and effective,the information of the whole process of disaster relief is automatically tracked and recorded,and the post-evaluation can further optimize the emergency rescue plan and emergency command process,so as to improve the emergency rescue management ability of opencast coal mines.The system is deployed in two opencast coal mines owned by Inner Mongolia Baiyinhua Mengdong opencast coal industry Co.Ltd.,and has achieved obvious results through practical application.As the actual application goes deep,the system will be continuously improved and extended to more opencast coal mines.
