生产性社会投资:理论分析与现实选择

Productive Social Investment: Theoretical Discussion and Practical Consideration

持续健康发展的内在动力来源于经济与社会的双轮驱动。应对国际发展环境的不确定性冲击,我国需要改变传统的经济思维,重新审视社会政策的属性与功能。本文分析了社会政策的属性特征、演变及其实践,提出生产性社会投资是破解我国经济与社会发展内在矛盾的有效方式,是高质量发展的基础和重要内容。理论层面,本文定义了生产性社会投资的内涵,归纳和提炼了生产性社会投资的功能特征,即预防性与储备性、提升人力资本、促进机会均等、作用的间接性与长期性四大特征。根据我国经济社会发展所处的阶段及特征,提出了扩大生产性社会投资的思路。

The intrinsic impetus of achieving sustainable and healthy development comes from the sound operation of both economy and society.To cope with the impact the uncertainty of the international development environment brings requests change of the traditional economic stereotype of China and reevaluation of the nature as well as the function of social policies.This paper analyzes the characteristics,evolution and practice of social policies and provides that productive social investment is the foundation and important content of high quality development,as well as an efficient measure to resolve the inner conflicts in China’s economic and social development.From the theoretical perspective,this paper defines the intrinsic idea of productive social investment,and summarizes its four functional features which include the nature to prevent and reserve,the enhancement of human capital,the promotion of opportunity egalitarian,as well as the indirect and protracted nature of the mechanism.This paper also presents ideas on increasing productive social investment based on the current stage and characteristics of China’s economic and social development.
