摘要
改革开放初期,我国政府采取招商引资激励政策,即通过实施要素市场价格"双轨制"来换取FDI,此类政策尽管对外资引入流量产生积极刺激效用。而本文通过对相关文献梳理,将资本要素和劳动要素纳入考查范围,基于1998-2017年的省际面板数据,检验"双轨制"下,生产要素价格长期偏离真实价值对FDI技术溢出效应的作用。检验发现:无论是资本还是劳动要素价格长期偏离真实价值率均对FDI技术溢出效应存在显著负向抑制作用。
In the early stage of reform and opening up, the Chinese government adopted the incentive policy of attracting foreign investment, that is to say, by implementing the "two track system" of factor market price in exchange for FDI, although such policies had a positive incentive effect on the flow of foreign investment. However,with combing the relevant literature, this paper brings the capital and labor factors into the scope of examination, and test the effect of long-term deviation from real value of factor prices on FDI technology spillover under the "dual track system" based on the provincial level in 1998-2017 panel data. It is found that the long-term deviation from the real value rate of capital and labor factors has a significant negative effect on FDI technology spillover.
