基于全生命周期轨道交通造价影响因素分析

Analysis of Factors Affecting the Cost of Rail Transit Based on the Whole Life Cycle

针对轨道交通全生命周期造价管理的特点,利用系统工程的思想对轨道交通在投资决策阶段、设计阶段、招投标阶段、施工阶段、竣工结算审计阶段、运营维护及爆破拆除阶段进行工程造价影响因素分析。通过Dematel模型对轨道交通项目工程造价管理各个阶段存在的问题及成因进行探讨,量化分析各造价影响因素间的关系,确定轨道交通工程造价管理中的中心度和原因度;以此判断各造价影响因素之间的关系以及对工程造价影响的贡献度。得出前期规划、手续的完善、国家政策调整、市场价格变动、不可抗力等其他因素等对全生命周期造价影响较大,并给出相应的建议。借此全方面地提升项目效益,增强企业的竞争能力。

According to the characteristics of rail transit life cycle cost management,using the idea of system engineering to influence the engineering cost of rail transit in the investment decision-making stage,design stage,bidding stage,construction stage,completion settlement audit stage,operation and maintenance and blasting demolition stage analysis.Through the Dematel model,the problems and causes of the various stages of rail transit project cost management are discussed.The relationship between the cost influencing factors is quantitatively analyzed,and the centrality and cause of the rail transit project cost management are determined.The relationship between factors and the contribution to the impact of project cost.It is concluded that other factors such as preliminary planning,improvement of procedures,adjustment of national policies,changes in market prices,force majeure and other factors have a great impact on the cost of the entire life cycle,and give corresponding suggestions.In this way,the project benefits are improved in all aspects and the competitiveness of the enterprise is enhanced.
