我国省级学分银行建设的问题与对策研究

Problems and Countermeasures of Provincial Credit Bank Construction in China

省级学分银行是近几年我国最为典型的学分银行实践形式,比较有代表性的是上海市,以及江苏省、广东省、浙江省。虽然建设中取得了一定成果,但多数尚处在起步阶段且发展水平不一,在总体规划、管理体系、标准体系、服务平台和公众认知度等方面还存在很多问题。针对这些问题,提出加强国家顶层设计和统筹规划、构建多级统一的管理体系、建立科学规范的标准体系、构建功能完备的学分银行信息管理平台、加强宣传力度等措施,为建设省级学分银行提供有效参考。

Provincial credit bank is the most typical form of credit bank practice in China in recent years,which is represented by Shanghai,Jiangsu,Guangdong and Zhejiang.Although some achievements have been made in the construction,most of them are still in the initial stage and have different levels of development.There are still many problems in overall planning,management system,standard system,service platform and public awareness.In view of these problems,the paper puts forward some measures,such as strengthening the top-level design and overall planning of the country,building a multi-level unified management system,establishing a scientific and standardized standard system,building a fully functional credit bank information management platform,and strengthening publicity efforts,to provide effective reference for the construction of provincial credit banks.
