双控机制融入企业管理体系的思考

Reflections on the Integration of Double Control Mechanism into Enterprise Management System

为落实把安全风险管控挺在隐患前面、把隐患排查治理管控挺在事故前面的“双控”机制,从成立专门工作小组、确定危险源辨识评估范围、合理划分最小评估单元、评估危险源风险等级及动态管控危险源等方面阐述将安全风险管控与职业健康安全管理体系的危险源管理相结合,从构建隐患排查治理体系、整治安全隐患等方面阐释安全隐患管控与安全标准化隐患排查治理相融合;进而从管理制度、技术、人员等方面提出完善保障措施的建议。

In order to implement safety risk management and control in front of the hidden hazard and control the hidden hazard in the front of the accident,the“double control”mechanism is put forward.The integration of safety risk management and occupational health and safety management system is elaborated from the establishment of a special working group,the identification and evaluation scope of hazard sources,the rational division of the smallest assessment unit,the assessment of the risk level of hazardous sources,and combining the dynamic control of hazard sources management,this thesis explains the integration of hidden hazard management and standardized hidden hazard investigation and management from the aspects of constructing hidden hazard investigation and management system,rectifying hidden hazard of safety,and puts forward suggestions on improving safeguard measures from the aspects of management system,technology and personnel.
