非木质林产品对丘陵山区“两山”协调发展的贡献及启示——基于浙江省杭州市临安区的案例

The Contribution of Non-timber Forest Products for “Two Mountains” Coordinating Development in Hilly Areas and Its Enlightenment——A Case Study from Lin’an District of Hangzhou City in Zhejiang Province

在简要分析"两山"发展三种耦合关系的基础上,基于统计数据与农户调查数据,介绍杭州市临安区非木质林产品发展状况与主要做法,通过统计描述与计量经济学方法就非木质林产品发展对"绿水青山"和"金山银山"协调发展的贡献进行了实证检验。结果表明:(1)丘陵山区具有发展非木质林产品优势,非木质林产品发展对"两山"协调发展具有显著的促进作用;(2)政府制定实施长期稳定发展战略并给以持续的政策引导,是实现"两山"协调发展的制度保障;(3)建立完善的非木质林产品发展技术支撑体系,促进非木质林产品规模化与商品化经营,是实现"两山"协调发展的必要条件。提出建议:应积极鼓励非木质林产品发展,实现"两山"协调发展;政府与科研机构应该加强优良品种、经营方式、新产品开发等研究与示范;选择适宜的开发方式与开发强度,以免因不合理开发产生负面影响。

On the basis of a brief analysis of the three coupling relationships of the development of "two mountains", the role of non-timber forest products in the conversion of "two mountains" and its driving factors were analyzed with the statistical data and farmer survey data in Lin’an District of Hangzhou City in Zhejiang Province. The results showed that:(1)non-timber forest products have development advantages in hilly areas and non-timber forest products have an important positive effect on promoting the coordinated development of "two mountains";(2)a long-term stable development strategy and continuous policy guidance are important institutional guarantee for the realization from "green hills" to "golden hills";(3)establishing the technical support system for the development of non-timber forest products and promoting the scale and commercialization of non-timber forest products are necessary measures for the coordinated development of the "two mountains". It put forward that the development of non-timber forest products should be actively encouraged to achieve the coordinated development of "two mountains";the government and scientific research institutions should strengthen research and demonstration on fine varieties, management methods, new product development and choose the appropriate method and intensity to avoid negative impact due to unreasonable development.
