定位、机制、作用——对中俄蒙智库合作现状的思考

Positioning, Mechanism and Function:Reflections on the Current Situation of China-Russian-Mongolian Think Tank Cooperation

中俄蒙智库联盟成立四年多来,总体来看智库合作尚处于发展阶段。目前存在形式单一、缺乏多渠道配合,合作时间短、智库成果难以转化,各方努力度、积极度不一致,政策不对等问题。为进一步发挥智库的引擎作用,要厘清智库合作定位、促进“一轨”与“二轨”的联动,开发多渠道沟通机制、培养彼此信任关系,重视高校智库作用,充分发挥“二轨”效应。

Since the establishment of the China-Russian-Mongolian think tank alliance for more than four years,cooperation between three countries is still at an initial stage from an overall point of view.There are many problems,including single form,lack of multi-channel cooperation,short cooperation time,difficulties in transforming the achievements of think tanks,inconsistent efforts and activeness of all parties,and incorrect policies.In order to further capitalize think tanks,it is necessary to clarify the cooperative positioning of think tanks,promote the linkage between Track I and Track II Diplomacy,develop multi-channel communication mechanisms,cultivate mutual trust,attach importance to the role of university think tanks,and give full play to the effect of the Track II Diplomacy.
