江西省县级卫生行政机构卫生应急体系建设调查

Investigation on the health emergency system construction of county level health administration institutions in Jiangxi province

目的了解江西省县级卫生行政机构卫生应急体系建设状况,为进一步提高卫生应急能力提供参考。方法2019年8月,采用调查问卷形式,调查江西省所有县(区)级卫生行政机构(共103家)目前的卫生应急体系建设情况。问卷内容包含卫生应急办公室设置、管理人员配置、卫生应急队伍、经费投入、卫生应急装备等方面。结果江西省103家县(区)级卫生行政机构均参与调查,9.71%独立设置卫生应急办公室,66.99%存在合署办公,23.30%卫生应急职能由其他科室承担。从事卫生应急工作的人员占全省县(区)级卫生行政机构总工作人员数的11.87%。全省县(区)级卫生应急队伍共有708支6973人。2018年县(区)级卫生行政机构卫生应急投入平均(10.45±2.62)万元。卫生应急车辆配置方面,仅多伤病员运送车和医疗救援物资车配置率超过20%,其他类型车辆配置率均低于10%。无一家县(区)级机构卫生应急必备装备100%达标;卫生应急必备装备中达标率最高的前三项装备为生物样品采样箱(70.87%)、徽章队伍标识(66.02%)、个人携行装备(62.14%),达标率为0.00%的必备装备为卫生应急现场信息采集系统(PDA)、粉尘采样器、液氮低温保存箱、化学品泄漏应急处理桶。结论江西省县(区)级卫生应急体系建设尚不完善,需进一步加强建设。

Objective To understand the status of health emergency system construction of county level health administrative institutions,and provide suggestions for further promoting the capacity of healthy emergency in Jiangxi province.Methods A questionnaire survey was conducted to investigate the health emergency system construction of county(district)level health administrative institutions(n=103)in August 2019.The contents of survey included the establishment of institutions,management personnel allocation,health emergency teams,funding input,health emergency equipment,etc.Results All 103 county(district)level health administrative institutions were surveyed.Of the included institutions,9.71%set up health emergency offices independently,66.99%were co-located with other offices,and 23.30%were undertaken by other departments.The individuals engaged in health emergency work accounted for 11.87%of the total people in county(district)health administrative institutions.A total of 708 county(district)level health emergency teams with 6973 people were established.The average fund input of county(district)level health administrative institutions in the construction of health emergency system was(10.45±2.62)ten thousand yuan.As for the allocation of health emergency vehicles,only the allocation rates of transport vehicles for more injured and sick and medical aid vehicles exceeded 20%,while the allocation rates of other types of vehicles were lower than 10%.None of county(district)level institutions achieved the 100%rate of health emergency equipments.The top three necessary equipments in county level health administrative institutions were biological sampling box(70.87%),badges carried with the team logo(66.02%),and personal equipments(62.14%).The necessary equipmentswith the compliance rate of0.00%were the sanitary health emergency field information acquisition system(PDA),dust sampler,liquid nitrogen cryopreservation box,emergency handling barrels for chemical leak.Conclusion The construction of county(district)level health emergency system in Jiangxi province is not perfect,and further construction needs to be strengthened.
