Multidimensional Policy Dividends for Free Trade Port from the Perspective of Global Comparison: National Governance Effect, Economic Effect and Social Effect

中国特色自由贸易港建设的提出源于自由贸易区的探索,也是我国发展更高层次开放型经济的一个标志。围绕国家“五位一体”总体布局和“四个全面”战略布局,先从国家治理效应、经济效应和社会效应三个方面系统梳理境外自由贸易港的理论与实践,总结中国特色自由贸易港与现存自由贸易区的区别与联系。自由贸易港建设的经济社会及政策效应的实证分析,是当前该领域的研究重点。自由贸易港被认为具有开放的经济效益,能够带来贸易、投资、产业和社会福利的政策红利,可为东道国提供更多的就业机会,提高消费水平,完善基础设施和公共服务。值得特别指出的是,自由贸易港建设对增强国家安全意识与保障、加快政府职能转变、加强法制建设、推进国家治理体系和治理能力现代化的推动作用。最后,根据中国特色自由贸易港的战略定位、研究成果,针对现有研究的不足,包括整体上尚停留在行业指导和政策解读层面而理论基础不扎实、研究视角过于狭窄、研究方法较为单一、市场准入制度研究滞后等,提出从建构基础性理论框架开始,深入研究自由贸易港的内涵与外延、空间边界、政府放权、制度适用范围等问题的建议。

The free trade port with Chinese characteristics is a major measure for China to further deepen the reform of the free trade zone and develop a higher level open economy.It is an important part of the overall layout of the country's“Five-point Strategy”and the“Four Comprehensive”strategic layout.Focusing on the“Five-point Strategy”and“Four Comprehensive”,this paper systematically combs the theoretical and practical research on the free trade port outside the country in terms of economic effects,social effects and national governance effects,and provides theoretical theory for the construction of free trade ports with Chinese characteristics.“The stone of other mountains”with practice.On this basis,this paper also summarizes the development of free trade port research in China,and summarizes the differences and links between domestic scholars free trade ports with Chinese characteristics and existing free trade zones,and the strategic positioning of free trade ports with Chinese characteristics.Research results in terms of construction paths,etc.,and propose the research shortcomings and future research directions for this.
