贫困县创建美丽宜居示范村的困境与思考——基于“以奖促治”投资分析

The Dilemma and Thinking of Creating a Beautiful and Livable Demonstration Village in Poor Counties——Based on the Investment Analysis of "Promoting Governance with Awards"

美丽宜居示范村创建工作开展5年来,"以奖促治"补助资金产生了较好的效益,也起到了撬动社会资本投入的功效。但在我国中西部贫困地区,破除地方财政和村集体组织的经济实力不强,村民参与意识不强的困境,是目前乃至将来长期应该思考的问题。

In the past five years since the establishment of the beautiful and livable demonstration village,the subsidy fund of"promoting governance by awards"has produced better benefits,and also played a role of leveraging social capital investment.However,in the poor areas of central and Western China,it is a long-term problem for us to solve,for example,the economic strength of local finance and village collective organizations is not strong,and the awareness of villagers’participation is not strong.
