摘要
本文针对重大建设工程技术创新面临的组织障碍,在文献回顾基础上,对案例进行归纳,总结提炼出一般情形下技术创新协同治理框架模型。研究结果表明,重大建设工程技术创新协同治理包含组织间契约治理和多团队协作治理两个层次。契约治理包括正式契约治理和关系契约治理,在治理设计中应综合考虑风险、交易成本、社会资本等情景因素。协作治理基于任务互依性展开,依据互依程度和互依形式等对结构型协作治理和关系型协作治理进行合理配置。重大建设工程技术创新应综合考虑层次内不同治理维度匹配和层次间治理机制耦合,以实现异质性创新资源高效整合,提高协同创新质量与效率。
In view of organizational barriers in construction innovation,this paper reviews literatures,and summarizes the cases,and extracts the coordination governance structure under general circumstances.The results show that the coordination governance has two levels:inter-organizational contract governance and cooperation governance between multiple teams.Contract governance includes formal contract governance and relational contract governance.Situational factors,such as risk,transaction cost,social capital,should be taken into account in the allocation of both.Multi-teams cooperation governance is based on the interdependence of tasks among teams,and the structural cooperation governance and relational cooperation governance are rationally allocated according to the degree of interdependence and the formation of interdependence.To achieve efficient integration of resources and improve the quality and efficiency,the matching of different governance dimensions at the same level and the coupling of governance mechanisms at different levels should be considered.
