摘要
欧盟于2018年8月发布了《欧盟大型研究基础设施路线图2018》,更新了对新提案的遴选机制和对项目设施和地标设施的评估和监测方法。本文基于对欧盟2006年至2018年5个版本路线图内容及特点的梳理,研究其演化历程和重点关注领域的变迁情况,并着重分析欧盟大型研究设施路线图的监测和评估机制,最终对中国制定大科学计划(工程)规划或路线图及其监测评估提出思考和建议。
The EU issued the Strategy Report on Research Infrastructures-Roadmap 2018 in August 2018,updating the selection mechanism for new proposals and methods for assessing and monitoring project facilities and landmark facilities.This paper would sort out the characteristics of the EU’s various roadmaps,study the evolution of its content and the changes in key areas of focus,and focus on the monitoring and evaluation mechanism of the European roadmap for research infrastructure.On this basis,the paper puts forward some policy suggestions for China to make strategic planning of large research infrastructures.
