生态红线管护体系——以祁连山为例

The Management System of Ecological Protection Redline——A Case Study of Qilianshan

生态红线管护体系是贯彻落实党中央国务院确定的生态红线制度的具体体现。在当前新的党政机构职能划分的背景下,作为一种新的管理模式,对生态红线管护的基本理论问题进行探讨,具有一定的理论和现实意义。本文依据党中央国务院有关政策,运用管理学的基本原理,以祁连山国家生态屏障区为例,探讨了该区域生态红线管护体系问题,涉及的体制构建、运行机制、法律体系和绩效评价等。提出观点:组建职能统一、权责对等、条块结合、以条为主的新的条块结合的分级管理体制;形成国家与地方相关部门共管共建共享的运行机制;整合出台国家层面的基本法,梳理规范区域性的专门法规;形成一整套包括评价主体、指标、方式、反馈应用在内的评价体系。

The management system of ecological protection redline is a concrete embodiment of the system of implementing the ecological red line set by the CPC Central Committee and the State Council.Under the background of the new function division of party and government organizations,as a new management mode,it is of certain theoretical and practical significance to discuss the basic theoretical issues of ecological redline management and protection.Based on the relevant policies of the CPC Central Committee and the State Council and the basic principles of management,this paper takes the national ecological barrier area of Qilian mountain as an example and discusses the problems of ecological red line management system in this area,including system construction,operation mechanism,legal system and performance evaluation.The paper puts forward the following viewpoints:establishing a hierarchical management system with unified functions,equal rights and responsibilities,combination of strips and blocks,and a new combination of strips and blocks based on strips;Forming an operating mechanism of joint management,joint construction and sharing between the state and local relevant departments;Integrate and promulgate the basic laws at the national level,and sort out the regional special laws and regulations;Form a whole set of evaluation system including evaluation subject,index,way,feedback application.
