人口老龄化背景下健康养老产业“医养护结合”模式研究——以南宁市为例

Research on the Mode of Combining Medical Care and Nursing Care in Elderly Health Care Industry in the Context of Aging Population——A Case Study of Nanning

在人口老龄化日趋严峻的背景下,我国现行养老服务模式普遍存在有养无医、医养分离等问题,不能满足老年人健康养老需求,探索"医养护结合"新型健康养老模式已势在必行。文章以南宁市为例,分析"医中设养""养中设医""医养合作""社区+医疗"等四种"医养护结合"健康养老服务模式资源整合现状及其在实践中存在的问题和制约因素,并在现有行政体制和资源约束条件下,提出构建政策保障体系、"医养护结合"信息化平台体系、产业链协调发展体系、"医养护结合"人才队伍体系及保险支持体系等五个体系,破解"医养护结合"模式发展障碍。

With the aging population becoming increasingly serious,China’s current elderly care service mode has widespread problems such as a nursing home without doctors and the separation of medical care and nursing care.It can not meet the needs of elderly’s health care.Therefore,it is imperative to explore a new elderly health care mode of combining medical care and nursing care.This article takes Nanning as an example,analyzes the current situation of resource integration of four elderly health care service modes-hospitals with nursing homes,nursing homes with doctors,cooperation between hospitals and nursing homes,and communities with health care service;and their problems and constraints in practice.It puts forward five systems to break development barriers when adopting the mode of combining medical care and nursing care under the existing administrative system and resource constraints.They are the construction of policy guarantee system,information platform system of combining medical care and nursing care,coordinated development system of industrial chain,talents construction system of combining medical care and nursing care,and insurance support system.
