党的十九大报告提出实施乡村振兴战略,是以习近平同志为核心的党中央作出的重大决策,是新时代做好“三农”工作的总抓手,具有划时代、里程碑的意义。要实现乡村战略的有效突围,离不开它的逻辑、难点和路径分析。在当前广大农村空心化、农民老龄化、农村集体经济弱化、农产品价值密度低的情况下,如何实现乡村振兴战略倡导的“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”总要求,这其中需要破解的难点是相当多的。文章探讨如何使乡村留住人才、如何破解小农经济的困局、如何突破农村社会低效运行的制约等问题,以期为乡村振兴战略有效突围提供路径。

The 19 major reports of the party put forward the strategy of rural revitalization,which is a major decision made by the Party Central Committee with Comrade Xi Jinping as the core.It is the general starting point for the work of“agriculture,rural areas and farmers”in the new era.It is of epoch-making and milestone significance.In order to achieve the effective breakthrough of rural strategy,we cannot do without its logic,difficulties and path analysis.In the current situation of hollowing out rural areas,aging farmers,weakening rural collective economy and low value density of agricultural products,it is necessary to consider how to achieve the general requirements of“industrial prosperity,ecological livability,rural civilization,effective governance and rich life”advocated by the strategy of rural revitalization,which needs to be solved is quite a lot of difficulties.This paper discusses how to make the rural retain talents,how to solve the difficulties of the small-scale peasant economy,how to break through the constraints of the inefficient operation of rural society and so on,in order to provide a path for the effective breakthrough of the rural revitalization strategy.
