缓解大中城市“停车难”问题的思考——以合肥市为例

Thinking on parking issues in large and medium-size cities as in Hefei

小汽车保有量持续高速增长、公共泊位结构不合理、老旧建筑配建不足、停车发展重建轻管以及停车设施建设缺乏市场化机制等因素是导致大中城市停车难问题的主要原因。在此基础上,文章从提升公共交通服务改善居民出行结构,加强停车管理、制定差异化的停车供应和消费政策,提供增量挖潜存量确保停车建设空间,促进停车位共享、发展智能停车诱导系统以及研究鼓励政策、扶持停车产业化发展等方面提出了缓解城市停车难问题的对策建议。

This paper summarizes the development of urban parking issues,analyzes current features of parking situation in Hefei,and points out several main causes of parking issues in large and medium-size cities including sustained and rapid growth of car ownership,unreasonable structure of public parking space,insufficient support facilities of old buildings,management problems of parking space,and lack of market mechanism on parking facilities construction.And it will also give suggestions to alleviate urban parking issues in different aspects such as improving public transport service,enhancing parking management,formulating differentiated policy of parking supply and consumption,ensuring more reasonable parking construction space,developing parking space sharing and intelligent parking guidance system,and searching encouragement policies and measures to support development of parking industrialization.
