我国基层社区干部胜任特征刍议

On the competency of grassroots community administrators in China

社区是社会治理的基本单元,基层社区干部作为社区治理的引领者,其胜任特征与社区治理的成效密切相关。中国社区不同于西方社区,新时代下我国的社区治理面临着新的任务和挑战,我国社区治理的现实需求决定了基层社区干部胜任特征的构建必须从社区实际出发。在今后的研究中要紧紧把握新时代下党和人民对好干部的要求;从中华优秀传统文化中挖掘适合我国基层社区干部胜任特征的成分;到社区去,从新时代社区建设经验中发掘优秀基层社区干部特质;厘清国外研究成果,吸收符合我国社区建设实际需要的合理成分;采用质性和量化相结合的方法探索基层社区干部的胜任特征。

Community is the basic unit of social governance.As the leader of community governance,the competency of grassroots community administrators is closely related to the effectiveness of community governance.Chinese communities are different from western communities,and Chinese community governance is facing new tasks and challenges in the new era.The realistic demand of Chinese community governance determines that the construction of the competency of grassroots community administrators must proceed from the reality of Chinese communities.In future researches,we must closely grasp the requirements of the party and the people for good cadres in the new era;explore the competencies of Chinese grassroots community administrators from the Chinese excellent traditional culture;go to the communities and discover the characteristics of excellent grassroots community administrators from the experience of community construction;clarify the foreign research results and absorb reasonable components that meet the actual needs of community construction in China;explore the competency of Chinese grassroots community administrators with a combination of qualitative and quantitative methods.
