On Xi Jinping’s Approach to Petition Work——Based on Xi’s Leadership Practices in Fujian, Zhejiang and Shanghai

为顺应人民群众民主程度提高的客观要求,缓解干群矛盾,解决影响社会和谐稳定的上访问题,从福建到浙江,再到上海,习近平牢记宗旨、心系群众,提倡、实践并完善了领导下访的工作制度。形成了直面矛盾、精心选点,安民告示、广而告之,组织协调、合力办公,落实责任、追求实效,积极宣传、做通思想,以身示范、指导基层,创新方法、多措并举等一系列有效范式。习近平对下访工作的探索,发展了正确处理人民内部矛盾的思想,寻找到有效解决上访问题的管用方法,丰富了密切党群干群关系的实践途径,展现出人民至上的公仆情怀和赤子之心,为领导干部树立了敢于担当的光辉榜样。

The leadership visit system for petition work advocated, acted and improved by Comrade Xi Jinping was evolved and shaped in his leadership practices in Fujian, Zhejiang, and Shanghai, with the aim to meet people’s objective requirement in conjunction with their upgraded democratic level, ease the conflicts between officials and people, and resolve the petition issues that may undermine social harmony and stability. It embraces a series of effective measures, including confronting the conflict and planning the agenda with considerations, advancing notice timely to reassure the public and publicizing widely to keep the public informed, organizing and coordinating various forces to address the problems by working jointly, enforcing accountability and focusing on effective results, proactively publicizing and communicating the policies to convince the people, leading by example to guide the primary-level officials, working creatively and taking multiple measures to address the problem. Xi’s explorations in pursuing leadership visit system for petition work has advanced the Party’s theory on addressing the contradiction among the people, found out an effective way to addressing the petition issue, given insights in how to close the ties between the Party and the people, the officials and the people, demonstrated his commitment to putting people first and serving the public good, and his original aspiration as a communist as well.
