新时代区域协调发展战略中的地方政府合作研究

On the Collaboration between Regional Governments in the Context of Implementing Coordinated Regional Development Strategy in the New Era

我国东部地区与东北地区、中部地区和西部地区之间发展不平衡,是当前我国经济与社会发展面临的严峻问题。解决这一问题,需要更好发挥政府作用,强化中央政府公共政策的价值导向作用,构建形成地方政府合作动力机制。东北、中部和西部地区各级地方政府,要强化与东部及各地区之间的合作,实现利益共享。东部地区地方政府,要树立理性政治思维,支持相对落后或欠发达地区发展。在区域协调发展战略实施过程中,要把控制并最终缩小区域发展差距与实现基本公共服务全国均等化结合起来,将区域协调发展战略与国内各地区间的"互联互通"有机衔接起来。

There are still large disparities in development between regions, as between the eastern region and the northeast, the central and the western, which poses severe challenges for China’s economic and social development. To solve the problem, it is important to give full play to the functions of the governments at different levels. The central government should strengthen the role of public policies in value orientation, putting into place effective driving mechanisms for regional cooperation between regional governments. Governments at all levels in the northeast, central and western regions should strengthen cooperation with those in the eastern and other regions to achieve shared growth, while governments in the eastern region should maintain sound political awareness,supporting the development of those regions lagging behind or underdeveloped. In implementing the strategy, it is necessary to combine the efforts to control and eventually narrow the gap between regions with the ones to ensure equitable access to basic public services nationwide, and combine the strategy with the interconnectivity between regions.
