摘要
"建立健全综合素质评价制度"是新高考综合改革第三批省市改革方案的主要任务之一。在其改革方案中,综合素质评价制度化水平较前二批有所提升,其过程更为规范、科学。但同时依然面临着诸多实施问题:一是评价思路停留在面面俱到、流于形式的操作惯习;二是相关政策定位模糊、沟通不畅,难以落地;三是评价结果难以被认同,预期效果难以发挥;四是囿于技术与观念电子化操作平台作用受限。综合素质评价改革如何突围实施困境?首先要更新教育评价观念,突破传统评价思维对评价内容与呈现形式的限制;其次要明确综合素质评价结果的外部功用;再次要完善综合素质评价电子化建设;最后要健全政府问责机制,加强大学与中学的互动。
In the third batch of pilot provincial and municipal programs for the comprehensive reform of college entrance examination,the institutionalization of comprehensive quality evaluation has improved,and its process is more standardized and scientific.However,it still faces many problems.1)The evaluation approach stays in the habit of being all-inclusive and formalistic.2)The relevant policies are vague in orientation and communication is not smooth,making it difficult for them to implement.3)The evaluation results are difficult to be recognized and the expected effects are difficult to achieve.4)Limited technology and perception leads to limited function of electronic platforms.How can the reform break through the problems?1)The concepts should be updated and the restriction of traditional thinking on evaluation content and form should be removed.2)The external function of evaluation results should be clarified.3)The electronic construction of comprehensive quality evaluation should be improved.4)The government accountability mechanism should be strengthened and the interaction between universities and secondary schools should be enhanced.
