我国金融科技监管体系构建策略研究

Research on Construction Strategy of Financial Science and Technology Supervision System in China

金融科技实质是利用互联网信息技术对传统金融商业模式与服务进行再改善与升级的过程,具有金融交易低成本、高效率的优势。但由于目前我国金融监管部门受到信息数据约束、监管成本较高以及信息不对称等要素的影响,使得我国对金融科技监管严重滞后,无法与各种金融科技应用场景、应用业务和服务进行匹配,致使金融科技风险不断累积和爆发。因此,建设我国金融科技监管体系迫在眉睫。本文首先从我国金融科技发展状况角度入手,根据当前我国互联网金融监管模式总结了我国金融科技监管体系框架及监管缺陷;其次,以金融科技监管强国英国为研究目标,重点分析了英国金融科技监管的政策及监管策略手段,并总结了适用于我国金融科技监管的经验启示;最后,在我国现有的金融监管框架之上,提出了我国金融科技监管体系建设的具体实现路径。

The essence of financial technology is to use the Internet information technology to improve and upgrade the traditional financial business model and services,with the advantage of low cost and high efficiency of financial transactions. However,due to constraints of information and data,high costs of supervision,and asymmetry of information,these influences make financial supervision of science and technology in our country seriously lag behind,unable to match with various financial technology application scenarios,application businesses and services,resulting in the continuous accumulation and outbreak of financial technology risks. Therefore,it is urgent to establish the financial science and technology supervision system in China. This paper first starts from the perspective of the development of Fintech in China,and the framework and supervision defects of Fintech supervision system in China are summarized according to the current Internet financial supervision mode in China. Secondly,taking Britain,the leading country in Fintech supervision,as the research target,the policies and regulatory strategies of Fintech supervision in Britain are mainly analyzed,and the enlightenment applicable to Fintech supervision in China is summarized. Finally,on the basis of China‘s existing financial regulatory framework,the specific implementation path of China’s financial technology regulatory system is put forward in the paper.
