义乌市完善职工医保个人账户政策效果的评价研究——基于“投射—实施后”对比分析法

Anevaluation research on improving the policy of Medical Savings Account for the Urban Employee Basic Medical Insurance in Yiwu City: Based on “Projection-after implementation” method

以浙江省完善医保个人账户相关政策为依据,义乌市自2012年起出台一系列政策以扩大医保个人账户支付范围并增强其保障能力。为评价政策实施效果,本文选取了3个政策效果评价指标,基于“投射—实施后”对比分析法,评价义乌市医保个人账户资金划转其他保险账户、用于建立家庭型个人账户以及用于购买商业健康保险3项政策措施的实施效果。其中,医保个人账户资金划转其他保险账户实施情况最佳;家庭型个人账户实施效果良好;购买商业健康保险效果不明显。因此,本文提出如下建议:一是引导性与强制性措施相结合,共同促进个人账户过度沉淀资金释放;二是政府加强引导与支持,推动家庭型个人账户继续普及和个人账户购买商业健康险继续发展;三是从入口端着手,进一步完善医保个人账户政策。

Based on the policies of Zhejiang province on improving Medical Savings Account for the Urban Employee Basic Medical Insurance,Yiwu City has issued a series of policies since 2012 to expand the payment scope of Medical Savings Account and enhance their guarantee ability.In order to evaluate the effect of policy implementation,this paper selected three evaluation indexes of policy and evaluated the implementation effect of three policy measures of transferring funds from Medical Savings Account of Yiwu City to other insurance accounts,establishing family accounts and purchasing commercial health insurance based on the“projection-implementation”evaluation method.Among these three policy measures,it was found that the implementation of transferring funds from Medical Savings Account to other insurance accounts was the best;the effect of family account was good;and buying commercial health insurance showed non-obvious effect.Based on the evaluation results,this paper puts forward three suggestions for Medical Savings Account reform of Yiwu City.First,the amalgamation of guidance and mandatory measures to jointly promote the release of excessive precipitation funds in Medical Savings Account.Second,the government should strengthen guidance and support to promote the popularization of family accounts and the Medical Savings Account purchase of commercial health insurance.Last but not least,Medical Savings Account policy has to be further improved from the very beginning of the entrance and/or registration.
