Ecological Construction of Rural Areas in the Southeast Coast Region: Situation, Guideline and Cases

东南沿海村镇地区应在“美丽中国”建设和“乡村振兴”总体要求的基础上,贯彻生态经济繁荣、生态环境优美、生态社区和谐等生态化建设原则,遵循村镇生态系统运行的基本规律,积极构筑村镇生态建设的顶层体制及规划体系,开展生态建设技术的本地化集成应用,形成注重公众参与的决策机制。以宁波北仑河头村生态化建设为案例,分析了该村镇地区可借鉴的生态化建设经验。

Strengthening the ecological construction of rural areas in China is one of the key steps to reach the development goal of rural revitalization.Under the national guidelines of“rural revitalization”and“beautiful China”,those principles that aim to promote ecological economic prosperity,beautiful ecological environments,and ecological community harmony in China’s southeast coastal region should be highlighted.Specifically,the ecological construction of rural areas has to follow the basic rules of ecosystem development,to coordinate multiple planning regulations that govern the rural ecologicalization,to better adopt ecological construction technology into local conditions,and to form a public-participation-based decision-making system.Finally,using the ecological construction of Hetou village in Ningbo’s Beilun District as a case,the paper draws helpful policy and implementation experiences for rural ecological construction and rural sustainable development.
