湖南武陵山片区产业精准扶贫过程中存在的问题及对策

Problems and Countermeasures in the Process of Targeted Poverty Alleviationinthe Areas of Wuling Mountain of Hunan Province

产业精准扶贫,以增强农民自我造血能力为基础,以发挥贫困群体主体作用为前提,大力发展特色产业,增强湖南武陵山片区扶贫工作的精准性和有效性。通过实地调研和相关资料的分析,发现武陵山片区产业精准扶贫执行过程中存在着产业选择不精准、产业扶贫措施制定不精准、产业可持续发展力不足、扶贫对象定位不精准等问题,并对其成因进行剖析,结合实践探索,进一步从帮扶对象精准化、产业选择精准化、帮扶措施精准化等方面,提出推动产业精准扶贫、形成长效增收机制的对策建议,以期为产业精准扶贫工作的开展提供较为科学的参考依据。

the main role of poverty groups and improve the accuracy and effectiveness of poverty alleviation work in the areas of Wuling Mountain of Hunan Province,especially in terms of developing characteristic industries on the basis of farmers’independence.Through on-the-spot investigation and analysis of relevant data,it is found that there are problems such as inaccurate industrial selection,inaccurate industrial poverty alleviation measures,insufficient industrial sustainable development,and inaccurate positioning of poverty alleviation in the implementation of industrial targeted poverty alleviation in Wuling Mountain areas.By analyzing the underlying reasons and combined with practical exploration,this paper further proposes an optimized path to promote targeted poverty alleviation and long-term income-increasing mechanisms in the areas of targeted assistance,targeted industrial selection,and targeted assistance measures so as to provide a more scientific reference to the development of the work of targeted poverty alleviation by industry.
