官员晋升、产业结构与环境污染——基于地级市面板数据的实证分析

Official Promotion,Industrial Sstructure and Environmental Pollution——Evidence from Panel data of Prefecture-level cities

基于我国20032016年251个地级市面板数据,实证检验官员晋升、产业结构对地区环境的影响。研究结果显示,官员晋升会缓解地区环境污染状况,这一结论在被解释变量为废水时更加显著;环境保护政策的颁布,对于官员晋升与环境污染的关系起到了正向的调节作用。因此,在我国的城市污染治理中,应完善制度层面上的官员考核标准,实行多目标共存的考核机制,以平衡区域经济发展与环境保护的关系。

Based on the panel data of 251 prefecture-level cities in China during 2003—2016,this paper conducted an empirical analysis on the impact of official promotion,industrial structure on the regional environment.We find that the promotion of officials will alleviate the environmental pollution situation in the region.This conclusion is more pronounced when the explanatory variable is wastewater;the promulgation of environmental protection policy has positively adjusted the relationship between official promotion and environmental pollution.Therefore,in China’s urban pollution control,it is necessary to improve the evaluation standards of officials at the institutional level and implement an assessment mechanism for multi-objective coexistence to balance the relationship between regional economic development and environmental protection.
