福建制造业服务外包测算及转型升级对策

Study on the Measurement of Fujian Manufacturing Service Outsourcing and Countermeasures of Transformation and Upgrading

基于投入产出法,采用FH指数统计分析福建省制造业离岸和在岸服务外包率,认为福建省制造业服务外包水平较低,存在巨大的发展空间;在岸服务外包水平显著高于离岸服务外包,中高和高技术产业服务外包水平高于中低和低技术产业。通过分析福建省制造业发展的特征事实,认清制造业转型升级存在的问题。认为应鼓励福建省制造业积极外包生产性服务,加快与服务业形成较强的产业关联,大力发展高端服务外包业,充分发挥服务外包在制造业转型升级中的关键作用。

Based on the input-output method,the FH index is employed to calculate and analyze the offshore and onshore service outsourcing rate of manufacturing in Fujian Province.It is believed that the level of manufacturing service outsourcing in Fujian Province is low and there is huge room for development;the level of onshore service outsourcing is significantly higher than that of offshore service outsourcing,and the level of the medium-high and high-tech industries is higher than that of medium-low and low-tech industries.By analyzing the characteristic facts of the manufacturing industry in Fujian Province,we have identified the problems in the transformation and upgrading of the manufacturing industry.It is held that the Fujian manufacturing industry should actively encourage the outsourcing of productive services,accelerate the formation of strong industrial links with the service industry,vigorously develop high-end service outsourcing industry,and give full play to the key role of service outsourcing in the transformation and upgrading of manufacturing.
