我国环境治理70年回顾和展望：生态文明的视角

Review and prospect of China’s environmental governance for 70 years:From the perspective of ecological civilization

加快生态环境治理体系和治理能力现代化,已成为新时代开展生态环境保护的重要目标、完善生态文明制度体系的重要抓手。以经济建设和环境保护关系为主线、从生态文明建设视角回顾、分析我国环境治理的演变历程和特征。并对新时代下我国环境治理提出以下建议:应重视环境管理制度的顶层设计,创新环境管理体制;随着环保意识和科学素养的提高,民众将更多地参与到环境治理实践;积极引进先进技术,创新环境监管模式,推动智慧环保服务。

Accelerating the modernization of the ecological environment governance system and governance capabilities has become an important goal for ecological environment protection in the new era and an important starting point for improving the ecological civilization system.This paper takes the relationship between economic development and environmental protection as the main line,reviews the evolution and characteristics of China’s environmental governance from the perspective of ecological civilization construction.Finally the paper also puts forward the following suggestions for China’s environmental governance in the new era.Attention should be paid to the top-level design of the environmental management system and innovation of the environmental governance mechanism.With the improvement of environmental awareness and scientific literacy,the public will participate more in environmental governance practice.And we should actively introduce advanced technologies,innovate environmental supervision patterns,and promote smart environmental protection services.
