摘要
党的十九届四中全会提出,坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化。国家治理体系现代化,要求财政体系现代化。本文梳理了2009年以来医疗卫生和医疗保障领域财政投入的总量、结构与机制,在此基础上,分析了公共财政现代化进程在医疗卫生领域取得的成就及存在的不足,并以此探讨国家治理体系与治理能力现代化在医疗卫生领域的方向所在。
As the 4th Plenary Session of the 19th Central Committee of the Communist Party of China(CPC)clearly stated,finance is the foundation of national governance.The modernization of the national governance system requires the modernization of the fiscal system.The article first investigates the total amount,structure as well as the mechanism of the government budget on health care and medical insurance over the past ten years.After that,it analyzes the assets and liabilities of the modernization of public finance in terms of health care.On this basis,it further explores the direction of the modernization of the national governance system and capacity in the field of health care.
