夯实新时代中国特色社会主义行稳致远的制度基础

摘要 党的十九届四中全会胜利召开具有开创性、里程碑意义,对我国构建科学规范、运行有效的制度体系,进一步夯实制度“软实力”基础,提升国家综合实力有深远影响。党的十九届四中全会《决定》的推出,突出的是“坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化”这个主题,贯穿的是“制度建设”这条主线,一脉相承而环环相扣的是中华人民共和国成立以来社会主义制度建设的理论逻辑、实践逻辑和历史逻辑,同时也是对五千年来中国优秀政治文化传统和治国理政智慧的弘扬和集成。应按照党的十九届四中全会精神,进行完备、规范、有效的制度建设,积极营造更高水平对外开放新格局,积极推进以“一带一路”为载体的人类命运共同体的形成,努力为人类社会制度文明贡献更多中国智慧。 The Fourth Plenary Session of the 19th CPC Central Committee has pioneering and milestone significance.It has a profound impact on constructing a scientific,standardized and effective system,strengthening the foundation of the“soft power”of the system,and improving the comprehensive strength of China.The launch of the decision of the Fourth Plenary Session of the 19th CPC Central Committee highlights the theme of“adhering to and improving the socialist system with Chinese characteristics,promoting the national governance system and governance capacity”.It runs through the main line of“system construction”,which is closely related to the theoretical,practical and historical logic of the socialist system construction since the founding of the New China.It is also the promotion and integration of five thousand years of China’s excellent political and cultural traditions and the wisdom of governance.We should carry out a complete,standardized and effective system construction in accordance with the spirit of the Party in the Fourth Plenary Session of the 19th CPC Central Committee,create a new pattern of opening up to a higher level,promote the formation of the community of human destiny with“one belt and one road”as the carrier,and strive to contribute more Chinese wisdom to the human social system.
