欠发达县域农村文化精准扶贫实证研究——基于需求视角

Empirical Study on Precise Poverty Alleviation in Rural Culture in Underdeveloped Counties: Based on Demand Perspective

当前,中国已进入精准扶贫攻坚阶段,兼具显著"扶志"与"扶智"功能的文化扶贫工作也进入到关键时期。而欠发达县域农村公共文化服务作为文化扶贫精准化逻辑的实践承接者,仍面临着结构性问题突出,"供需不平衡"等问题。基于2018年福建省欠发达县域农村调研数据对公共文化服务需求意愿进行研究。研究发现:欠发达县域农村居民对公共文化服务的总体需求意愿偏低,其需求意愿主要受习俗、婚姻状况、家庭人口数和收入水平等差异化因素影响。基于此提出构建"以县域为单位,以需求为导向,以供给为驱动"的欠发达县域农村公共文化服务体系。

At present,China has entered the tackling stage of precise poverty alleviation,and the cultural poverty alleviation work with significant functions of"ambition support"and"intelligence support"has also entered a critical period.However,the rural public cultural services in underdeveloped counties,as the practical undertakers of the logic of cultural poverty alleviation,still face problems such as outstanding structural problems and"unbalanced supply and demand".In view of this,this paper studies the willingness to demand public cultural services based on the 2018 rural survey data of underdeveloped counties in Fujian Province.The study found that rural residents in underdeveloped counties have low general willingness to demand public cultural services;their willingness to demand is mainly influenced by differentiating factors such as customs,marital status,family size and income level,etc.Based on this,this paper proposes to construct an underdeveloped county rural public cultural service system based on county-level,demand-oriented and supply-driven.
