人才集聚效应背景下高层次人才激励机制 被引量:3

On Incentive Mechanism of High-Level Talents Under the Background of Talent Gathering Effect

摘要 人才集聚是人才流动的必然结果,能够产生群体促进效应,对人才激励提出了挑战。高层次人才激励中存在的主要问题是激励政策重制定,轻落实,少评估;人才激励的功利性较强;激励方式简单化。高层次人才激励应当贯彻以人为本理念,坚持需求导向,平衡当前利益和长远发展,处理好激励和保障的关系。高层次人才激励工作要“齐抓共管、系统治理”,激励方案要因人而异,激励手段要打出组合拳;加大物质激励、做实精神激励;更加重视事业留人、感情留人。 Talent gathering is the inevitable result of talent flow,which could bring group facilitation effect,and challenge talent incentive mechanism.There are some main problems in the incentive mechanism of high-level talents are that the incentive policy attaches importance to formulation,lacks of implementation and evaluation,the utility of talent motivation is strong,and incentive modes are too simple.Incentive mechanism of high-level talents should carry out the idea of putting people first,insist demand-oriented,and balance current interests and longterm development,deal with the relationship between incentive and guarantee.Specifically,incentive affairs of high-level talents should be managed jointly and systematically.Incentive plans must be different from person to person.Incentive modes should be comprehensive,strengthen both material and spiritual incentive,and pay more attention to keep people on work through career and communication.
