农民工医疗保险参保特征、问题与政策思考

Main Characteristics, Existing Problems and Policy Thinking of Participation in Social Medical Insurance for Migrant Workers

社会医疗保险作为疾病风险的规避手段,是帮助农民工分散疾病风险、融入城市生活的重要保障制度。本文基于2014-2017年中国流动人口动态监测调查数据,系统归纳了当前农民工群体社会医疗保险参保的变化趋势与主要特征,并从提高应保尽保率、防止重复参保、加大农民工在流入地参保的政策支持力度,以及扫清农民工异地报销的制度障碍四个方面提出相关政策思考。

Social medical insurance,as a means to avoid disease risk,is an important guarantee system to help migrant workers disperse disease risk and integrate into urban life.This article is based on 2014-2017 China Migrants Dynamic Survey data,summed up the current trend of the changes and the main characteristics of the social medical insurance of migrant workers.This article puts forward some policy considerations from four aspects:improving the insurance coverage rate of the uninsured,eliminating the repeated participation of the insured,increasing the policy support for the local insurance coverage of migrant workers,and clearing away the barriers to the insurance coverage of migrant workers in cities.
