金华市推进应保尽保完善全民医保的探索

Jinhua to Improve the Participation Rate and Improve the National Medical Insurance

金华市医保打破各类群体界限,建立包括职工、城乡居民和在本市工作或领取本市居住证的外来人员在内的全市统一的全民医保制度。以推进应保尽保为着力点,通过“分档统筹法”、创新大病补充保险、实施市级统筹和按“病组点数法”付费、提供所有医保经办事项“掌上办”,增强了制度凝聚力,基本医保参保率达到99.59%。下一步,金华市将继续在实现群众办事“零跑腿”“零距离”上下功夫,不断提升管理效率,将制度优势更好转化为治理效能。

Jinhua medical insurance breaks through the boundaries of various groups,and establishes a unifi ed nationwide medical insurance system for the whole city,including employees,urban and rural residents and migrant workers who work or receive residence permits in Jinhua.With the focus on improving the coverage rate of insured,the system cohesion has been enhanced through the"graded overall planning method",innovation of supplementary insurance for serious diseases,implementation of municipal overall planning and payment according to the"disease group points method",provision of"online operation"for all medical insurance handling matters,and the participation rate of basic medical insurance has reached 99.59%.Next,Jinhua will continue to work hard to achieve"zero running errands"and"zero distance"for the masses to improve management effi ciency and better transform institutional advantages into governance effi ciency.
