新时代国家级边境经济合作区发展研究:聚焦必要性、制约因素和建设路径

Research on the Development of National Border Economic Cooperation Zones in the New Era:Focus on Necessity,Limitation Factors and Construction Path

国家级边境经济合作区是中国边疆对外开放的政策高地和前沿阵地。新时代国家级边境经济合作区不仅肩负依托主导产业发展经济贸易和增强与周边国家睦邻友好关系的历史任务,而且承载“促进区域协调发展向更高水平和更高质量迈进”的时代新使命。通过对当前加快国家级边境经济合作区建设的制约因素分析,进而提出新时代国家级边境经济合作区的建设路径:立足区位资源优势,统筹产业发展规划;不断加强与周边国家的睦邻友好关系;由政策驱动转向创新驱动;构建复合型人才引入和培养机制,不断提供人才支撑。

The state-level border economic cooperation zone is the policy highland and frontier position of China’s frontier opening to the outside world.In the new era,national border economic cooperation zones not only shoulder the historical task to develop economic trade relying on leading industries and to enhance good-neighborly and friendly relations with the neighboring countries,but also carry the new mission of“promoting regional coordinated development to a higher level and higher quality”.Starting from the necessity of speeding up the construction of national border economic cooperation zones in the new era,this paper analyses the restrictive factors of speeding up the construction of national border economic cooperation zones at present,and then puts forward the construction path of national border economic cooperation zones in the new era:making overall plans for industrial development based on the advantages of regional resources;good-neighbourly and friendly relations with neighboring countries;transformation from policy-driven to innovation-driven;and building a mechanism for introducing and cultivating compound talents,and constantly providing talent support.
