Study on Current Policies and Promotion Suggestions on Ultra-low Energy Buildings

对2015-2019年我国7个省及自治区,13个城市的28个超低能耗建筑激励政策进行汇总分析,将激励政策划分为流程支持类、间接经济效益类和直接经济效益类三类,包括明确规划目标、资金奖励补贴、容积率奖励、用地保障、提前预售、商品房价格上浮、配套费用减免、科技支持与流程优化等15个具体措施。研究了既有激励政策的有效性和可复制性,对已经出台超低能耗建筑政策的城市提出未来规模化推广、迈向零能耗建筑等政策建议,对于尚未出台超低能耗建筑政策的地区,按照经费是否充足、意愿是否强烈,提出下一步发展建议。

This paper summarizes and analyzes 28 incentive policies on ultra-low energy buildings in 7 provinces,autonomous regions and 13 cities from 2015 to 2019,which have been divided into three categories:process support,indirect economic benefits and direct economic benefits,including 15 specific measures such as clear planning objectives,fund incentive subsidies,volume rate incentives,land use guarantee,pre-sale,commercial housing price rising,supporting cost reduction,technical support and process optimization and etc.Effectiveness and replicability of the existing incentive policieshavebeen studied in order to put forward policy suggestions for the cities that have already issued the ultra-low energy building policies,such as future scale promotion,for ultimately evolving into zero energy buildings.For the areas that have not yet issued the ultra-low energy building policies,promotion suggestions have been made according to whether the funds are sufficient and the willingness is strong enough.
