Trust protection is the crucial principles of administrative law that regulates the application of administrative relations which plays a positive role in optimizing the interests of correlative subjects and solving the problems of cases. However,it is difficult to realize the legal function of trust protection since it has more defects in the specific application.Therefore,effective measures should be taken to solve the problem by widening the applying scope of trust protection appropriately,defining the public interests clearly and strengthening the standardization of administrative guidance. In that case,the function of trust protection can be developed strongly on the purpose of behavior optimization and the maintenance of rights and interests.
