党的十九届四中全会聚焦于“中国之治”的制度体系,就推进国家治理体系和治理能力现代化涉及的重大制度建设做出了系统部署,工会在这一宏大制度体系中扮演着极为重要的角色,担负着不可或缺的时代使命。充分发挥工会在国家治理体系和治理能力现代化中的重要作用,必须深刻理解党的十九届四中全会对工会组织提出的一系列新要求,必须始终坚持学习贯彻党的十九届四中全会精神与推进落实工会重点工作的贯通融合,必须把提高治理能力和水平作为新时代工会干部队伍建设的一项重大任务。

The Fourth Plenary Session of the 19th CPC Central Committee focused on the institutional system of China's governance,and made a systematic plan on the major institutional construction involved in promoting the modernization of the national governance system and governance capacity.Labour unions play a very important role in this grand institutional system and shoulder the indispensable mission of the times.To give full play to the important role of labour unions in the modernization of national governance system and governance capacity,it is very necessary to understand the series of new requirements put forward by the Fourth Plenary Session of the 19th CPC Central Committee for labour union organizations,it is necessary to adhere to the integration of learning and implementing the spirit of the Fourth Plenary Session of the 19th CPC Central Committee and promoting the implementation of key work of the labour unions,and it is also necessary to regard improving governance capacity and level of labour union carders as a major task of labour unions in the new era.
