铁路行车调度指挥安全工作存在的问题及思考

The Problems and Reflections on the Safety Work of Railway Traffic Dispatch and Command

朔黄铁路是我国第二大能源通道,近年来,其运输能力不断提升,运输装备水平快速提高,大量先进的重载技术上线运用。在此背景下,调度指挥工作在日常运输工作中的主导地位日益突出,为运输时效性、秩序性及可靠性提供保障。调度指挥基础工作虽呈现逐步强化的态势,但在调度指挥安全管理、人员素质、设备配置等方面存在一定问题,极易导致不合理指挥、违章指挥或调度事故发生。论文简要分析了引起这些问题的根源,并结合日常工作经验提出了相应对策。

Shuohuang Railway is the second largest energy channel in China.In recent years,its transportation capacity has been continuously improved,the level of transportation equipment has been rapidly improved,and a large number of advanced heavy-haul technologies have been put into use.In this context,the dominant position of dispatch and command work in daily transportation work is increasingly prominent,providing guarantee for timeliness,order and reliability of transportation.Although the basic work of dispatch and command shows the trend of gradually strengthening,there are some problems existing in the aspects of safety management of dispatch and command,personnel quality,equipment configuration,etc.,which easily lead to unreasonable command,illegal command or dispatch accidents.This paper briefly analyzes the causes of these problems,and puts forward the corresponding countermeasures based on the daily work experience.
