Financial Risk Management of Integrated Investment-Construction-Operation Hydropower Projects in Africa

近年来,非洲国家积极响应中国“一带一路”倡议,中非在共建“一带一路”框架下加快推进全方位合作,实现发展战略对接。中国长江三峡集团有限公司中国水利电力对外有限公司对其建设的几内亚凯乐塔与苏阿皮蒂水电站工程面临的财务风险进行了分析,并就风险的应对提出签署强势货币相关协议,通过监管、担保等措施保障电费回收率,做好税收筹划、降低税务风险等的相应的措施;在防范财务风险工作中取得了良好的成果。

In recent years African countries have actively responded to China􀆳s One Belt One Road initiative.Under the framework of One Belt One Road China and Africa have accelerated all-round cooperation and achieved development strategy connectivity.The Kaleta and Souapiti hydropower projects in Guinea are constructed by China International Water&Electric Corp.The financial risks faced by the construction of the two hydropower projects are analyzed and corresponding risk prevention measures are also proposed such as signing a strong currency-related agreement guaranteeing the recovery rate of electricity tariffs doing a good job in tax planning and reducing tax risks.These measures have achieved good results in financial risk prevention.
