国网甘肃电力公司市场化单位用工管控模式与机制研究

摘要 国有企业按照建立现代企业制度的要求,在市场化单位用工制度方面进行了积极探索,取得了一定成效。因为国有企业特殊的历史背景和企业制度,目前的用工制度与市场经济条件下的现代企业用工管控要求相比还有较大差距,这严重影响了企业的改革发展和市场竞争力的提高。因此,以市场经济下的企业管控模式讨论为出发点,通过分析电力企业市场化单位与传统国有企业用工模式的不同,从战略、战术及应用三个层次对管控模式进行构建,以达到国有企业建立现代企业制度的要求,促进企业发展战略目标的实现。 According to the requirements of establishing a modern enterprise system,state-owned enterprises have actively explored the employment system of market-oriented units and achieved certain results.Because of the special historical background and enterprise system of state-owned enterprises,there is still a big gap between the current employment system and the requirements of modern enterprise employment management and control under the conditions of market economy,which seriously affects the reform and development of enterprises and the improvement of market competitiveness.Therefore,this paper takes the discussion of enterprise management and control mode under the market economy as the starting point.By analyzing the difference between the employment mode of the power enterprise marketization unit and the traditional state-owned enterprise,the paper finds the internal connection,function and operation principle of the employment process,and from strategy and tactics.Three levels of management are used to build the management and control model to meet the requirements of state-owned enterprises to establish a modern enterprise system and promote the realization of corporate strategic goals.
