招投标过程中串标的研究与分析

目前,招标已成为企业竞争的主要方式。在招标形式的带动下,国家经济得到了快速发展,市场也在健康发展。在建筑行业中,招标可以使工程造价得到有效的控制,并且使资源得到合理的运用,还可以使工期减短,招标的方式给业主带来了更多的收益。与此同时,招投标有时也会出现问题,特别是在建筑行业,由于所涉及到的建筑项目具有资金较大、利益较多的特点,招标过程中会出现串标、围标、挂靠资质等众多问题。对所出现的问题进行了探讨和分析并提出了一些意见,旨在使招标工作进行的有章可循。

At present,bidding has become the main way of enterprise competition.Driven by the form of bidding,the national economy has developed rapidly,and the market is also developing healthily.In the construction industry,bidding can effectively control the cost of the project,make rational use of resources and shorten the construction period.The way of bidding brings more benefits to the owners.At the same time,there are also some problems in bidding,especially in the construction industry.Because the involved construction projects have the characteristics of larger capital and more interests,there will be many problems in the bidding process,such as collusion,encirclement,qualification affiliation and so on.This paper discusses and analyzes the problems and puts forward some suggestions in order to make the bidding work have rules to follow.
