The Evolution Evolution, Achievements and Challenges of China’s Social Policy in the Past 70 Years

自新中国成立以来,我国社会政策70年的变迁过程大体上可以分为四个阶段,且呈现出与社会经济的转型发展相一致的特征。即不同时期我国社会主要矛盾和经济发展状况各不相同,因而社会政策发展也呈现出了不同的阶段计生特征。本文尝试依据政策环境、政策目标、政策创新、政策特征和政策效果等维度,对这四个不同阶段的社会政策体系进行分析,力图宏观地展现中国社会政策发展的历史过程、变化的动力,以及对中国社会发展带来的影响。为了不断满足人民对美好生活的向往,为了建设共建共享的社会治理格局,为了推进国家治理现代化,我国的社会政策体系必将得到进一步的发展和完善。

Since the founding of the the People's Republic of China,the 70 years of China's social policy change process can be divided into four stages,and show the characteristics consistent with the social and economic transformation and development.That is to say,the main social contradiction and economic development of China are different in different periods,so the development of social policies at different stages also presents different characteristics.This paper attempts to analyze the social policy system in these four stages according to the dimensions of policy environment,policy objectives,policy innovation,policy characteristics and policy effect,in an attempt to present the historical process of China's social policy development,the driving force of changes,and the impact on China's social development.In order to continuously meet the people's yearning for a better life,to build a social governance pattern that is jointly built and Shared by all,and to promote the modernization of national governance,China's social policy system will certainly be further developed and improved.
