摘要
本研究在回顾妇联对家暴、反家暴工作的理解变化的基础上,对社会工作、社会工作机构及政府购买项目的理解与实践,对相关工作的处理方法变化等事实,借助新制度主义"规制性"、"规范性"要素框架,分析妇联与其所处的社会、制度环境间的互动。研究发现,妇联除了受制度环境的影响,也作为主体对环境有所回应并输出影响。这其中的互动是性别化的,不仅因为反家暴工作的高度性别化特性,更是因为组织的主体性具有其性别特质,影响其对制度环境的理解与反应,决定其决策与行为,反过来又对制度环境产生了弹性的形塑。研究结果显示出组织研究与性别分析结合的重要性,尤其是在非正式制度与正式制度的关系、组织变革、结构与自主性以及权力关系等核心议题上,性别视角能提供新的思维与分析维度。
This is one of a two-paper series that research into an anti-domestic program operated jointly by a municipal women’ s federation and a social work organization. It focuses on the women’ s federation’ s changing attitude towards domestic violence and relevant social services, on social work and purchase of service contract, and on its own role in anti-DV promotion and service provision. We employ the new institutionalist’ s" regulative" and" normative" concepts to analyze the relationship between the organizations, including women’ s federation and social work organization, and the environment that they are in. We found that women’ s federation is obviously influenced by the institutional environment, but it also inserts its own impact by making different reactions and strategies. Such reactions and strategies are highly gendered, not only because anti-DV work is a gendered work, but also because of the gendered nature of an organization that leads to its thinking and organizational behaviors. Gender analysis and institutional studies should be combined to yield new understandings towards organizational behaviors, especially in core issues such as the relationship between formal and informal institutions, change, structure and agency, and power relations.
