提高村民民主监督实效性的路径探讨

Discussion on the Ways to Improve the Effectiveness of Democratic Supervision of Villagers

目前我国农村普遍建立了村务监督委员会,但村民民主监督体系不完善、村务监督委员会法律制度不健全、村民监督意识淡薄等问题十分突出。提高村民民主监督实效性,必须厘清村务监督委员会与其他村级组织的权力关系;健全村级权力监督体系;促进村务监督委员会的社会监督与县乡纪检监察机构的专门监督有机结合;建立健全村务监督委员会的法律法规;加大村民教育力度,使民主监督深入人心。

At present,the village affairs supervision committee is generally established in rural areas of China,but the problems such as the imperfect democratic supervision system of villagers,the imperfect legal system of the village affairs supervision committee and the weak consciousness of villagers’supervision are very prominent.To improve the effectiveness of villagers’democratic supervision,we must clarify the power relationship between the village affairs supervision committee and other village-level organizations,improve the village power supervision system,promote the organic combination of the social supervision of the village affairs supervision committee and the special supervision of the county and township discipline inspection and supervision institutions,establish and improve the laws and regulations of the village affairs supervision committee,increase the education of the villagers,and make the democratic supervision deeply rooted in the hearts of the people.
