示范时期省域高职教育资源投入效率演变研究

A Study on Efficiency Evolution of Investment of Provincial Higher Vocational Educational Resources in Model-college Period

运用Malmquist生产效率指数模型对浙江省省级示范性职业院校建设计划前、中、后三阶段高职教育资源投入生产效率变化测算,结果显示:全省教育资源Malmquist生产效率五年期内平均水平呈现增长态势,技术进步是主要原因;公办院校和示范性院校的生产效率和技术变化要优于民办院校和非示范性院校。进一步分析各时间段生产效率变化发现,全省生产效率变化呈现"升-降-升-降"反复波动的特点,与示范性建设的中期检查和结项验收等事件相关,说明高职院校内涵自主建设内部推进不足,示范性高职院校建设计划外部驱动有限。据此,提出建立民办高职教育财政常态、公平资助机制和加强"双高计划"财政绩效管理等建议。

Using Malmquist TFP index(M-TFP)to evaluate the efficiency evolution of investment of educational resources in the construction of Zhejiang model higher vocational colleges of the three periods-before,during and after,the result goes to:Zhejiang provincial educational resources M-TFP is improving in five-year period,and the technical improvement is the main reason;the public colleges and model colleges are better than private colleges and non-model colleges in the production efficiency and technical improvement.The further finding by analyzing the changes of production efficiency in different period is that the efficiency change of the whole province has the character of up-down-up-down recurrent fluctuation,which is related to the in-process inspection and project-finish inspection of the construction of model colleges.This indicates the lack of internal drive of autonomous construction,and the limit of external drive of model-college construction plan.Accordingly,some suggestions are put forward,such as establishing financial normality,fair funding mechanism for private higher vocational education,and strengthening financial investment performance management of"Double-high Plan".
