新时代中国共产党党支部建设质量问题研究

On the Quality of the CPC’s Branch Construction in the New Era

党的十九大报告首次把"提高党的建设质量"作为新时代党的建设总要求的重要内容,党支部作为构建和塑造中国共产党的基础力量,其组织动员、凝聚力量的功能以及严密的组织运行体系直接开启了党自身建设的运行逻辑。因而,党支部建设质量问题成为提升党建质量的基础问题。进入新时代,党支部建设还存在形式主义、操作程序不规范、评估标准缺乏客观操作性、党支部书记难以发挥作用等问题。对此,需要从树立科学党建质量观、精准构建党支部书记培养体系、建立党支部建设标准化评价体系等方面出发,探索党支部建设质量提升路径。

The report of the 19 th National Congress of the CPC for the first time regards"improvingthe quality of party construction"as an important content of the general requirements of the party construction in the new era.Thanks to its organizing,mobilizing and condensing functions as well as its strict organization and operation system,the party branch as the basic force to build and shape the CPCdirectly initiates the operational logic of the CPC’s party construction.Therefore,the quality of party branch construction has become the basic issue forimproving the quality of party construction.In the new era,there are still some problems in party branch construction,such as formalism,nonstandardoperation procedures,lack of objective operability for evaluation standards,and the absent role of party branch secretary.In this regard,we should explore thepath to improve the quality of party branch construction through establishing a scientific quality view,accurately constructing the training system of partybranch secretary,and establishing the standardized evaluation system of party branch construction.
