摘要
城市地下管线突发事件具有耦合性强、危险性高、社会影响大等特点,其应急处置参与主体多。针对地下管线突发事件的演化特点,从管线连锁破坏、周边环境影响、供应中断等方面,提出突发事件场景耦合分析方法,构建了地下管线突发事件典型情景。通过应急演练需求分析,提出管线处置、周边处置、社会保障三个层次的处置任务,构建“三个阶段、七个场景”的应急演练情景,并给出应急处置流程。结合地下管线突发事件应急桌面演练案例,给出应急演练情景导入、演练分组、现场导调、演练评估要点。
Underground pipeline emergency events are characterized by strong coupling,high risk and great social impact,and there are many participants in emergency response.In view of the evolution characteristics of underground pipeline emergencies,the coupling analysis method of emergency scenarios is proposed from the aspects of pipeline chain damage,surrounding environmental impact,supply interruption and so on,and the typical scenarios of underground pipeline emergencies are constructed.Based on the demand analysis of emergency drilling,this paper puts forward three levels of disposal tasks:pipeline disposal,peripheral disposal and social security,builds"three stages,seven scenarios"emergency drilling scenarios,and gives the emergency disposal process.Combining with the case of emergency desktop drill for underground pipeline,the key points of scenario introduction,drill grouping,on-site guidance and drill evaluation are proposed.
